The Democratic Republic of Congo is home to more than 60 percent of the Congo basin rainforest, with 9 percent of the national forest under concession to industrial logging companies. In 2024, DRC signed with the CEMAC member states a commitment to implement a full log export ban by January 1, 2028. Currently, paragraph 109 of the DRC’s 2002 Forest Code creates the framework for a national-level log export ban, with a partial exception allowing companies in the first ten years of operation to export up to 30% of their production by volume in the form of logs. However, no implementing regulations have been issued to provide for enforcement of this ban, and trade data indicates that the large majority of DRC’s wood exports take the form of logs. Research indicates that the unchecked export of logs is a contributing factor in undermining forest governance in DRC.
